Ok, in general in pvp if you're flying 1 of the big three prismatics are the way to go with very few exceptions. Bi-weaves have their place and it is on smaller more maneuverable fast ships or ships that can't tank squat with prismatics (i.e. fas,fds,fgs,chief,etc...). A ship that sort of rides the fence is the fdl because it can be really strong with either build. Bi-weaves will only regenerate when you are not under fire, this is why they are kinda useless on the big 3 imo. People over estimate how big a deal the extra power draw on prismatic shields is. With smart power management and correct engineering you can easily power them and any other weapon/module you choose. In the end it all comes down to your ship preference, fighting style, and ability, to determine what the best choice is for you.
