Looks like some "Jack of all Trades" - build for roughly 17 mil. Some suggestions:
- Chaff is useless vs. NPCs and in PvP anyways. Drop it - Your Weapon loadout is too much mixed to get a good gimballed performance. - for internals a higher class system at the same price is always better than the lower variant: a 3D Fuel Scoop beats a 2c Fuel Scoop (0.1 t/sec vs. 0.054 t/sec) and is even 15% cheaper - the higher Energy drain of the Utility Scanners stands in no relation to the little rangeincrement. Just keep the standard ones. - Docking Computer - wasted space
Alternative Loadout (sacrifices 16 t Cargo + Docking Comp for more DPS and more Shields (even more than your previous Shields + Shield Cell Banks combined)

For further upgrades invest into Thrusters and FSD and you are good to go until you can invest into something big (100 mil + )
