From Elite Dangerous Wiki

Nobody pledges to the pirate king because crime still doesn't pay in Elite Dangerous, up to 2.3.1. It hasn't since the earliest versions, despite several huge buffs to profit from illegal goods, limpets to make things MUCH faster, and the ability to find black markets from the map and not just guess. It pays more than it did, a lot more, but not enough.

The problem is that its reward/time is low, and the risk is extremely high. Smugglers don't stand a chance against a station's firepower if caught. Pirates will be financially ruined by having to pay their bounties when their ship is destroyed. And missions to steal pay less than missions to just freight some goods, even if they give bigger bonuses to reputation. This all makes piracy more of a role playing choice than a serious game choice, a bit like wearing very low tier iron armour in Skyrim like the promotional materials.

Hopefully the buffs will continue and some day piracy will be worth the risks. My suggestion would be to drop all bounties (except the new pilot's build bounty for griefing) once a player's ship is destroyed, and buff stolen goods rewards even more.
