It operates much more like the Confederacy of the States, imo. Things like slavery and narcotics are left up to the individual states, i.e. systems.
The downside for the Confederacy was when it went to war, its decentralisation made it incredibly difficult to raise tax and levy troops, and even simple logistics such as supplying bullets and rail guage sizes was a nightmare because of everyone doing their own thing.
Likely the Alliance would have similar issues if faced by another power... or the Thargoids.
