one thing you can easily not notice, although you might say to yourself , of course i know that ... is that signals aren't always reliably received AT your craft ... sometimes other craft are going in and out of frameshift , arriving/entering other/sub maps , etc , and so if you think ( mmm ... don't think enough about , more-like) you SHOULD neccessarily be seeing everything displayed in the contacts list, all craft in the area , think again. sometimes it can just be general non-clear signals not getting through , and on top of that, if a craft is meant to be in silent running mode and/or with no radar (u can turn it off in modules) ... you perhaps should'NT , be picking them up at all !
when it comes to the mission ones though, to address your specific situation ... i started playing in 2016 , and mission-NPCs were by now, also sometimes en route inbetween systems ... not ONLY, at signal souces ... so i've often just supercruised around , turning in a circle facing 90 deg. to the plane of the system , targeting new craft, until they'd eventually turn up somewhere. i assume mission NPCs , never turn off their radar/go silent running ... ewrrrrr ... *delicate-touch grimmace* ... what have i created by even suggesting it ... don't do it, designers! maybe just the really hard misssions.
