OP here. Agreed, it depends on more things then just kill score of CR for bounties. From the data we've collected here (thanks everyone!) it seems to somehow combine the relative strength of one's opponents (meaning the kill happens) and sums that kind of value towards the next progression.

Just got Expert at 556 kills with a bit over 5m CR in bounties. The rank was gained in combat, e.g. not in cashing time.
