As mentioned in the updated info the cutter is not the best trade ship; the Type 9 is because the cutter can only equip a class 6 shield minimum, while the Type 9 can equip a class 5. Going shieldless cutter is a good way to get yourself killed due to the mobility and even shieldess its only a measly 4T of cargo. If you think 4T extra is worth about 2.5 times the cost your not thinking right.
The Cutter suffers from all the same issues the T-9 does. Its jump range is only slightly better (and the T-9 shares its FSD size with the annaconda, making it likely most players will engineer it.). Its improved combat ability is good, but youll be fighting scaled enemies in a trade ship so it wont fare much better than the T9 (which does work for combat btw) not to mention just like the T9 it cant dodge interdictions without some serious luck.
So yes; the Cutter is a very bad trade ship because the cost and rebuy make it not nearly profitable enough and its worse in most aspects than the T9 due to all the same issues but even more added.
