If you are talking about being pledged to a federation aligned powerplay power and wishing to defect to an empire aligned powerplay power, then you will have people sent to hunt you down regardless of what system you are in, if it is within less than ~500-1000 Ly of the any edge of inhabited space.  If you do not want to be hunted then your options are as follows:

Case 1) You can unpledge from your current power and wait for the 24 hr cool down to pass and then pledge to another power.  You will not be hunted for doing so, but you will be lose your aquired powerplay merits and rating and have to start from zero with the new power.

Case 2) You can defect to another power, keeping your most off your merits and rating but incurring hunters attempting to kill you for a period of time.

2A) If the hunt timer is based on elapsed real time from when the hunt started (like the way mission timers work) and not elapsed play time, then you can simply not play the game until the required real time has passed, effectively letting you trade time not playing the game for a free pass from being hunted.  You can also follow what 2B says if you still want to play during this time

2B) In the unlikely event the hunt timer is based on elapsed play time, you could simply stay docked to a station or outpost while time passes to avoid being hunted.  You could also spend the time by doing trade runs, driving an SRV, or exploring and when interdicted by the hunters, submit to interdiction, and then immediately jump back to supercruise or hyperspace away once the shorter than failing an interdiction FSD cooldown passes.  If you immediately boost when you drop from the interdiction, your hunters will have a very short time to fire on you before you move out of weapons range or jump away.

2C) Operate in a system that is either not controlled by a powerplay faction or is controlled by a non-federation powerplay faction.  By doing so when you are attacked by your hunters in these systems, the local law enforcement will come to your aid and treat the hunters like a pirate.  However, there is always the chance the police will take too long to arrive to be of any help unless you are in real space nearby already present police units (such as next to a station, outpost, or starport).  This option is the least recommended, but will allow you to do things such as bounty hunt or fight in conflict zones while waiting for the hunt to end.
