There are two ways to make tabs
Tabview is mostly used to reduce clutter and to make tabs out of external pages (an example is how the HUD page is setup with it's subpages HUD/Center HUD/Right HUD/Left).
Tabber is generally used to make tabs out of information that exists on the same page (an example would be what you see on the Bulletin Board/Types page).
