Weight, Fuel and Fuel consumption are some of factors when it comes to jump range. And I'd say it seems that the Type 4 frame shift drive isn't really suited for Vulture compaired to it's size (Tonnage). The A4 (Which I am assuming you are using because none of the others can achive 17ly) only consumes up too 3 tones of fuel per jump and is trying to Hyperjump 230T+ of mass. Long story short too ... much weight to jump that distance with a smaller frameshift drive. I could be wrong but this is my best answer for this problem.
