From what I have noticed, sometimes, the ships rabbiting from a USS can help determine what is there. For instance... If there is one or more Fed ships jumping out, the action could already be over and not much will be there (maybe some cargo) OR they are running for a reason (I jumped in one and found a fully decked out Anaconda staring me down for taking up his space, he was NOT amused, I did NOT evolve vacuum breathing in time to live) Equal and opposite to seeing Pirates running, most often there is one more pirate ship there to be fought over, or maybe just Hunters and Feds. If you see a (usually single) smaller vessel pulling out, there seems to be mostly a dumping (stash?, pickup?) point for cargo.
This is what I have seen to be the case so far, hope it helps someone out a bit :)
