Only reason to buy this is because its cheap and you want to mine and/or haul stuff.
Python is better by viture of being a medium sized ship but has a 50 million price tag.
Clipper is better because it allows you to escape pvp easily after class A rank 5 dirty drives. Its also a good multipurpose ship hindered only by the fact that it requires large landing pads while having comparable module sizes to a high end medium sized ship. Also requires empire rank 7 but has a competitive price to the type-7.
If money or rank is no object then a type-9, annaconda, federal corvette, or cutter is better for these tasks in that order with cutter being the end all be all (in my opinion) for these specific tasks. I think the type-9 has about 120 more cargo space then the annaconda but the annaconda has the value of having more uses then the type-9 much like the corvette or cutter. The annaconda also has one of the highest possible jump ranges in the game after heavy engineering at around 60 lightyears which makes it an excellent deep space explorer or taxicab.
