If you play in "open play", you're not exactly correct. If you warp into the station in Open Play and other players have been there, items, missions, and everything else you'll see will also be available to / possibly taken by other players. When it comes to items that are only available at a single station there is a chance that the station could be "out" of that item until the server refreshes (ever 30 minutes or so for items).
If, however, you're playing in the Single Player mode, then you are correct. The stations and items will behave as though they have never been interacted with by any other player, and will appear to be at full stock.
But this takes away from the game in a massive way. Interacting with other players is one of the best things about the game. I have never played in Solo Mode, and never intend to do so. Even if I know that I can get more rare items in less time.
