Theres 3 Landing pad sizes. Small ships like light fighters use the small pad, heavy fighters and small traders use the medium size, and capital ships and large traders use the large landing pad. The 1, 2, 3 sizes that you're referring to is the class of a module the ship can take. For example you cant expect to put capital ship size weapons on a civilian light ship. AKA size 5 on a ship that can carry only size 1 weapons. That is why there's sizes for each module mount.
