I guess you mean, if they can counter the PD, so it doesn't shoot down the torpedoes? - I don't know for sure, never tried it. But for the Dispersal Field; The in game description says: "Confuse all gimbal and turret hardpoints on the target". PD isn't technically a hardpoint, but rather a utility mount. So that would imply, that it won't.
For Dazzle Shells. I only think they will affect how well you can "see"/lock onto a ship. I don't know if the effect applies to other objects. Either way, you would have to shoot really fast, and time it perfectly to work.
