The method to finding this place is very simple it's just nobody is willing to do it so very few actually know about it. First you need to set course for Hutton orbital and accept a passenger mission for the local faction that says something like "xyz person looking to visit xyz". Then you have to travel to colonia and land at Jacques station and pick up another mission with the same instructions. From here you will have to travel to the center of the galaxy and scan the black hole to fufill their needs for "sightseeing" after this you will have to travel to beagle point and scan the data beacon there to the same purpose. Now you will have to fly back to the bubble and visit the data beacon on the planet in Achenar with the super high gravity (can't remember the specific # of the planet off the top of my head but look in the system map and you'll see it), from here you need to go back to Hutton to drop off the mission and back to Colonia to drop off the other mission. Only after you have done all of these things in this exact order can you then go back to hutton and open up the mission board. There will be a specific data mission waiting for you that will take you to your special destination!! Like I said it's very complicated so that's why very few do it but once you have completed all the steps you will find what you are looking for!
