I don't get how it's a "balance" to give anything overpowered at all exclusively to some people just for enjoying one specific arbitrary part of one especially polarizing part of the game. If people enjoy powerplay, then they enjoy powerplay. If they need exclusive meta rewards in order to be persuaded to participate, then nobody actually enjoys it, and the entire thing should be removed from the game entirely because some people having OP toys which others can't, determined by how much fun they're willing to not have, ruins the last shred of PVP this game hopes to ever have.
That's like talking about striking a balance between letting someone murder whoever they want and not letting them murder anyone at all. It doesn't matter if they want to murder all the time. You shouldn't allow something that unfair to happen at all, ever. Walking the middle ground when one side's crying for advantage and the other's crying for fairness isn't walking the middle ground at all. Both sides aren't always equally correct, and people are correct to complain when they see unfair things. I don't even have an opinion on PP-exclusive rewards. Just on the rationale leading to the opinion above, lol
