Directly as in you shoot them, yes, it is impossible. I mean you can just go to their system and start killing other people affiliated with the enemy power, potentially for 30 "powerplay points" if the enemy power isn't in the same faction as your power (empire power attacking empire power = bad, empire power attacking federation power = good). You cannot just go to the enemy controlled outpost and blast all the enemies away and say "this is my outpost now". Maybe that will change, i hear that outpost destruction might become a thing eventually, but currently, no, the only way to take over a system is through your power expanding into it through powerplay
