burst lasers by better by default, but depending on the engineer mod, ie. effiecient weapon or overcharged weapon, THAT will depend on the hardpoint size. My Vette runs 2 class 1 burst lasers (overcharged, to make up for the small class, as well as phasing sequence to ignore shields), 2 class 2 bursts (effiecient with phasing sequence), 1 class 3 pulse (overcharged, haven't decided what experimental effect) and 2 class 4 beams (overcharged thermal vent).
It depends on your power plant and distributor. If you can run burst lasers, RUN THEM, then mod them. Pulses are decent but bursts outshine them by far in raw DPS
