This is the second time I've gotten 10 notoriety and have a 20 hour wait time. At least time it's in the Federation rather than in Imperial Space, so I'll be out of it without even knowing it. Or I would not know it if I didn't have a constant barrage of Alliance Chieftains popping into systems I just jumped to trying to interdict me. If it weren't for the Krait Mk2 that I fly I would have to run constantly or have my ship shot out from under me.
To be honest there's better ways of handling griefing than to insistute a system of NPC harassment and stations refusing to give you service. A great way to stop griefing is give absolutely no rewards, only apply notoriety to players who kill players by having stations shoot at them, or maybe, just maybe, remove PVP from the game altogether as it is, just like every game that has this feature, causing too many problems. This is because teenagers in general are emotional and if they can't get their way they scream for nerfs or start using hacks, meant to make the fixes that the developers still won't, to grief anyone who offends their oversenstive feelings.
Seriously, stop inconveniencing everyone because pvpers cause problems. Just punish them and leave the rest of us who don't pvp out of it. Yes, I did shoot those Federal Security Ships. I had a mission, they got in the way. I don't see how this is my problem nor why you made this my problem, Devs.
