I believe it is based on a multiple of 5 minutes, usually between 15, 20, and 30 minutes. However, different mission sets will be available on the same mission board at the same time when switching game modes (solo, private group, and open play). Thus it is possible to get more missions from the same station without having to wait long periods or take off/land repeatedly just by exiting one game mode and switching to another.
For instance, if you like to play in solo, you can go to a station in solo mode, check the mission board, take the missions you want, then exit to main menu, start in open play, see a different set of missions, take the missions you want, exit to main menu, start in private group play, see a different set of missions, take those you want, exit to main menu, and then return to solo play. Be aware that sometimes the missions in solo play and private group mode will be the same, but this is not always the case.
