So in summary I'd say it was an all-over upgrade for the class 1 mining laser. Except that, in true ED style, its power draw and heat dump are likely to be a problem for builds that might actually benefit from using it in combat.
If you only use class 2 mining lasers, never used fixed beams of any kind, or have enough firepower on your ship to not miss losing a single small hardpoint to a mining laser, it's not for you.
