This would be all well and good but I am sat in the Carcosa system after having been to every point of interest and hung around in supercruise for a fe hours. Not a single ship from The Nameless have spawned. To compound the issue, there is an "unauthorised installation" near to one of the gas giants (which have no res sites) but it belongs to a faction which is supposed to be lawful (Colonia Expeditionary Force or something) but every ship is wanted there, but again, no "The Nameless" pilots.
