I struggled with this hard, I wrote down the process as I figured it out:
1. Work with Elvira Martuuk to unlock. A level 3 whatever with her will do.
2. Sirius Corp missions are found around, simply complete them until you are allied.
3. Go to a Sirius location and accept the Sirius pass from the mission board.
4. Collect 25 Modular Terminals. Which can only be obtained via passenger missions it appears. This step can be saved for last, I started it at this point.
5. Go to Sirius, land at Patterson Enterprise. Accept the follow on mission for Engineer contact, which points you at Edison Hub out of Luhman 16. Go there, turn it in.
6. This unlocks Marco Qwent, where his research base will now appear on the planet Lucifer, where it was previously hidden. Did you get the Modular Terminals?
