You answered your own question. What happens when you engineer a powerplant? Even with the absolute best possible role with grade 5 Overcharged you get -20% integrity.
Or you could boost your FSD, which might involve at best an increase in heat or power consumption and so limit your weapon choices. Or you could engineer your shields or weapons to suck less power which will reduce their effectiveness...
...you see where I'm going with this.
