The Federal Corvette handles a lot better in Combat and it is a huge ship as well. I own Corvette and Cutter, but even with A-Class everything, I would not like to take the Cutter into battle in a Conflict Zone or other skirmishes. The Imperial Clipper is much smaller and the handling is similarly bad to the Cutter.
Additionally, don't bother mounting Fixed Weapons on the Cutter, because aside from maybe hitting a disabled ship or one by surprise, the Cutter won't allow you to manuveur fast enough in actual conbat for you to be able to line up and hit anything moving.
