Viper Mk.III is a cheaper ship to Courier. It has similar top speed and agility, and similarly strong shield and decent weapons, while Courier is a little better at those two. Further Courier does have a few more internal so you can do some missions in it or carry a Buggeh...
Courier is labeled as multi-purpose but I wouldn't do anything other than combat in it. Go Cobra or Viper Mk.IV if you want to do anything else that is not combat. The Viper you mention, Mk.IV turns slower than Type9 and i'm not joking here, it is not combat ship and you should not dream about speed or agility in it.
Edit: Some people may argue that Mk.IV is good in combat, when it comes to armour tanking. I'm not a fan of that when it comes to tiny fighters - they have to be agile and this ship isn't which means it's not a combat ship for me.
