It is actually a bit of both ! Speed up to achieve the altitude and desired scooping rate (within the ability of your module) you can then throttle all the way down. Your scooping rate will still increase or decrease if you are getting closer or further from the star while slowing down but if you time it properly to achieve max scoop at full stop you will retain it once "stopped". If you also manage to stop at the right altitude for your ships heat dissipation capability which is greatly influenced by your power plant and/or distributor, you will also be able to stay there, throttle all the way down, at full scooping speed, until your tanks are full. The hard part is to achieve full stop at the right scooping speed and the right altitude. I have fond it much better to end up a bit too far from the star then too close ! To increase scoop speed just speed up again for a short time, while angling slightly towards the star.
