You really should be able to carry a secondary fuel tank for those who don't want to be bothered with fuel scooping. It should exist in the interior bay classification just like shields do now. So you can equip as many or as few as you like. Most people get on with the amount of fuel a ship holds pretty easily. The starter ships suck for fuel in this regard. The cobra is the first ship where you feel like you can actually go somewhere. The asp will make you feel like fuel was never a problem. Good luck
