I've been running passenger missions in a beluga liner from Evans port in PARUTIS to Vela dock in MEDB. It takes some time to get there but it' woth it (65 -85 mill per trip (about 45 minutes)) AND my federation rank is climbing rapidly (100% Lt commander in no time)
Note that you need to work a little bit at Evans port first to get allied with the federation factions to get the good passenger missions. Having a decent trade rank does not hurt either
