That's where i'm finishing out my Fed rank, and if i had to offer some advice when you're heading out there, it would be to get outfitted with cargo space and ideally take some commodities with you to handle in on the commodity donation missions alongside regular donations, it will speed up the process somewhat. There are very slim(close to none) outfitting options, so get what you need before leaving.
Additionally, when doing fed navy(rank up) missions at 17 Draconis, be chooesy about which you except, they will dish out objectives within 15ly. However, finding ancient artefacts can be a little glitchy, in that WSS don't spawn frequently enough. Stack a bunch up, say 3 or 4 (you'll likely have 4 different systems), but stick to whichever of those 4 systems is spawning Weak Signal Sources better for you. It doesn't matter which system you collect the artefacts in, they'll all count for each of the missions. When you're headed for these it's ideal to have no cargo, as wings of 4 lawless ships will drop in sometimes, if you don't have cargo(or jettison it before they scan you and pick it back up after they move out) they'll just move along.
The rank missions aren't bugged(i've just finished my second set of 4), Weak Signals do spawn, it's just far less frequent out in the unplopulated systems around 17 Draconis.
