I agree with the first half but you missunderstand the real space velocity system. The speed stated on you speed dial is reletive to your orbital velocity. It's possible for the ships to go FAR faster but that would move them to a different orbital plane.
A ships "max speed" is really the maximum speed difference it can maintain from a given orbital velocity while counteracting rotational forces/gravity that is trying to move them to a different orbital plane.
