I've entered two of these Degraded Emissions (Threat 0) and almost lost my exploration Anaconda to one (was able to escape the other with shields intact), and it started tonight. The first time a wing of 3 ships spawned. I only IDed the Viper 4 before my shields and armor took a nose dive. I got out of there with 37% hull left. The second time I had a cannister appear by itself with 5 Vultures spawn in within seconds. I boosted through them and low waked out. If that's Threat 0, I don't care to see 1 and up.
