Its normal for large parts of the day for certain regions. The lack of cqc players is why there are people like me who wish there were npc's to fight in cqc. Before people say well just go play normal mode, Frontier has made the decision to have both a CQC rank related permit locked system/station in the main game and have your cqc rank be highly visable to you in the main game and have insulting low rank titles especially for those of use nearing Elite in combat rank. The permit for the CQC prestige rank unlocked system and better titles can not be achieved if you can not reliable find a cqc match due to a lack of players. Hence the reason people see the need for bots/npc AI in CQC.
