If you're using gimbaled weapons and NPCs or players use chaff, just un-target them and keep firing. The weapons are still able to fire, the only thing that gets disrupted is the tracking. So just untarget them and continue shooting; the weapons will just act as as a fixed weapon until you retarget them. After the worthless chaff dissapates while you've continued hitting them the entire time, re-lock and you've got your gimbal tracking back online.
Chaff is honestly quiet useless and anyone carrying it into PvP is wasting an equipment slot.
