You are correct. In response to the person who claims that this helps by moving the cargo around in the ship. Newton's law, as you said, says that for every action there is a reaction. So therefore even moving the cargo around in the ship takes an action. Therefore nullifying the advantage of moving the cargo around because there has to be an equal and opposite reaction. Therefore nothing would happen. The only way this would be possible is if the movement of the cargo had a mechanical advantage and energy was lost from the system. Which is impossible so therefore this is won't help.
