That's because the game is mostly p2p meaning the clients themselves do the calculations, the devs can't do much there.

The developers doesn't check the Wikia for discussions like this, they will most likely not see it. If you have a problem with the cheaters, check the discussion subforum on the official forums for a topic on it (as there most likely is) or start your own. But the developers do know about it and they're most likely trying to remove the cheaters from open play.

If you see a cheater, report him through the in-game reporting by going to menu and click the report player option. If you want your credits back due to cheaters, open a support ticket on Frontiers support system stating the date, time, location and who was the hacker and they should be able to give back credits lost as soon as they can
