I don't think so, the overall style is Imperial, and it looks like concept art for what became the Imperial Fighter. While the cockpit area is different and the wings are angled down instead of straight, the engine pods and their dimensions relative to the main fuselage are very similiar to the Imperial Figher. Compared to the naming convention of the Federal F63 Condor, it is likely the Imperial Fighter had a name other than "fighter". In previous Elite games one of the standard fighters for the Empire was the Osprey line of fighters, which were replaced in service by the current Imperial fighter craft. When one looks at some of the other concept art for ships and then what they appeared as in the game (like the Diamondback's and the new Beluga liner) I find it easy to think that this was concept art for the Imperial fighter.
