Well anyhow, found the 3.2 spec on Scotty. No need to paste it, as (if Scotty is right) it's 100% identical to a fixed 1E beam laser except for its special effect.
So it's an all-over upgrade to fixed beam lasers, keeping everything the same but dumping a bit of your heat from you to your target. Although this effect is small (really small, if it stayed the same since 2.x), but it's enough to make them worth it, if you use fixed class 1 beam lasers.
Pity nobody actually does though.
