you dont need to max everything, for max jump range you take the lightest of everything that is still working and usally D rated except for the powerplant there you usally want the A mostly for heat efficiency, so you dont heat up fast while scooping and drop things you dont need, you dont need to be fully armed when you go on exploration or you dont need good shield when doing passenger missions (i do mine without a shield :O) the shield just takes a slot and adds weight.
Also to get a higher Jump range you need to engineer the FSD drive, just search for engineers and you will find an article here. Also Search for the business end of things.
