The Courier is a medium multipurpose ship, the Clipper is a heavy multipurpose ship. That's why the courier just need a low imperial rank to get.

So why should a damn big ship like the federal Corvette, the biggest federal ship for players, require a lower rank then a crappy heavy multipurpose like the Dropship?
