Last thoughts: A number of comments are saying there are no "Federal Navy" missions or not enough of them. They do occur and pop up randomly across all the Federal offices, in ALL the stations (including land based ones), in both the systems.
Instead of actively looking for them, keep doing the courier, cargo and data missions and you'll eventually come across them. If you find only one or no Federal missions at a station, choose another faction mission that pays you to deliver something at the station you're going to anyway.
In the last 4th day, I ended up chaining intra-system stations (stations in the same solar system) missions in Ceos between Babbage, New Dawn, and Brunel using cargo missions. Don't choose cargo missions that are over 300 tons (e.g. the 5000-6000 ton missions) as if you get ganked by an NPC (happens often but don't give up) the whole progress gets lost. Again good luck and fly dangerously Commanders!
