CEOS / SOTHIS ARE STILL WORKING. Just started this game on Dec 24th.
As of this post date (4th Jan 2019) went from Recruit to Rear Admiral in 4 days. To all naysayers and people saying it's dead, listen, you need to balance and hop between the two systems and the stations in between, picking federation missions and picking others if they're not available.
If Sothis Mining or Sinclair stations are too far, stick to the central stations from Don's, Newholm and so on. Don't care about "Federal" level-up missions, they'll come eventually - concentrate on stacking your reputation. Choose reputation++ rewards over others. When you do see a Federal courier mission grab it - you'll never have enough Federal missions to overtake your stacked reputation at 100% for the next level.
I went from an Asp (only data courier missions), to a Python (data and cargo), to an Anaconda (mostly cargo) during the 4 days. Don't stack too many missions at once if you can't handle interdictions. Good luck Commanders and thanks for the original tip.
