Scanning every body in the system is not fun and relaxing, it is simply boring and has no point. I scan the system, I see potentially rich planets, I scan them too. How many real world explorers went exploring for just the sake of it? Almost all of them wanted to find more resources or new paths, anything of value.
And why do you decide the way people should play ED? Everyone has an option to play as they like. If you find it fun and relaxing - go on and scan everything in your sight.
If developers would like us to scan everything, then there should be a point in doing so. Like a bonus for fully discovered systems.
