Low power shields requeres less power. Which is both useful for easier fitting (can sometimes use even lower class powerplant), and generating less heat when active.
And they are lighter, which is also obviosly very important for explorer.
Reinforced shield motsly give resistances against kinetic/thermal/explosive damage. Which is completely useless for collision damage. And of course explorers needs shields just to land on planet without taking any collision damage to hull (especialy when transporting VIP passengers, which hates that). So shield strength here completely irrelevant. Lowest possible strength is enough to avoid hull damage on landing.
