If you wait in the dock for a few minutes more missions will pop up. In Opet there are three Empire factions. I'm running it with an Anaconda filled with cabins. I fill up what's available when i arrive, exit the menus and tab away for 10 minutes. Come back and there's more missions there like i just arrived. If you read the flavour text some of them, they say that they'll have more passengers if you wait. Also, relogging didn't seem to have any affect on the missions.
