Is it confirmed that you need more missions since the latest patch? Now that I can see the bar, it does seem to move quite slowly, but I put it down to impatience.

I've been looking at about 1% increase per 'medium' mission as a serf, now that I can measure it. It feels slow, but I think I probably flew as many missions before hitting 50% as I now need before I rank up.
