To quote Ford Prefect: "Looks like a fish, moves like a fish, steers like a cow."
Good weapons, great firing arcs, good speed but terrible manueverabilty. I've used both D-backs for combat. They're more thin-skinned than many, but the D-back scout makes up for it in maneuvering. The explorer doesn't have that advantage.
