It's a small ship with the shields and hull of a Cobra but the speed and maneuverability of a Python, but the relative module space of a python.
It can serve as a hilarious mini tank but has absolutely no capacity to mitigate module damage unless you sacrifice literally everything else that makes the ship half decent.
Engineering might improve its capabilities but it's very slow and turn/pitch speed is arguably one of the most important things in the game. If you cannot outrun them, you can attempt to outgun them. But if you can't even face them, it's awful for straight combat.
It's awful for combat unless you're fighting literal garbage enemies.
