I think it might be just fine to use this for Charge Enhanced.

If for instance you go Charge Enhanced and max it out at tier 5: -5% capacity, +45% recharge, and add this side effect onto it, your sum total with capacitors added = +3% Capacity, +43% recharge. It means the mod was free of negative consequence overally. Not to shabby, if you really want to offset the capacity price you pay.
